Under Spain’s Sustainable Mobility Law (Ley 9/2025), the administrative control document for public road freight — the DeCA — must be digital from October 5, 2026. Paper stops being a valid control format at roadside checks.

The public SIMPLE platform is the designated national infrastructure for digital freight information exchange. Operators can use SIMPLE or compliant private systems that meet the technical rules (native PDF, HTTPS download URL, QR for inspectors, retention obligations).

Who needs a plan — not just a PDF

Road carriers, logistics operators, and shippers who issue or rely on control documents for Spanish domestic public freight need a digital generation and retrieval path before the deadline. Ports and rail nodes sit in the same SIMPLE ecosystem as multimodal flows expand.

Digitizing the control document is necessary compliance. It is not the same as validating what you pay. Brokers and 3PLs still receive carrier invoice PDFs that must match rate confirmations and evidence (POD/BOL/lumper) before AP remits.

  • Train drivers and ops on presenting the QR / digital file at roadside checks
  • Define the AP packet: invoice + rate confirmation + POD/BOL (+ DeCA when relevant to the load file)
  • Run pre-pay matching on FTL PDFs so digitization does not become “pay faster, check never”
